Welcome to the inaugural issue of TOPSIDE This newsletter will be included with your monthly roster and contains official and informative articles from NDC and NOAA field units. TOPSIDE was established as a forum for divers and diving supervisors to share information regarding diving operations and specialized techniques. Your input is critical to its success and I will be soliciting articles  from you to get TOPSIDE underway. There is no specific format for submission of your articles, just keep them small (300 words or less) and send them via E-mail or fax. Original authors will receive full credit. Any photographs (digital preferred) can also be submitted and incorporated into the articles. I look forward to your input and am available to answer any of your questions.

It is once again time to conduct unit dive locker inspections and complete annual operational reports. Your efforts last year in completing these items was excellent and this year I encourage you to do the same. Unit report information is included in the annual NDP review. This review is the forum used to document NDP accomplishments. We need specific information from you regarding diving projects, cooperative operations, publications from diving studies, etc. Enclosed with this newsletter is an Annual Report Information Form. This form will standardize input and list the specific type of information needed on a simple one page layout. Please fill out the form and submit it to your Line Office Diving Officer (LODO's) as soon as possible. The LODO's will compile your input and forward their reports to NDC.

Please review the enclosed roster which reflects the records at NDC for the date of print. Inactive/terminated divers are to return SEP equipment or resolve their status to active as soon as possible. Units will be assessed SEP charges for inactive divers who are in possession of gear. Please annotate and return a copy of the roster indicating any changes to personnel or diver status. Diver certifications will be suspended when a physical has expired or when diving activity has lapsed for six months.End of article


In August, we informed you of the OSHA requirement for a secondary air supply when conducting non-scientific diving and that OSHA accepts a manual reserve valve (J-valve) as a reserve air supply. We received several requests and last month distributed 70 J-valves to various units. NDC will complete outstanding orders as soon as aditional valves arrive. You are authorized to use your exsisting tank valves until you receive the replacement J-valves. If you require additional J-valves, please contact Steve Urick at (206) 526-6223.End of article 


The initial SEP assessment letters are in the mail and you should receive them soon. Please check your rosters and inform NDC of any changes by November 1, 1997.End of article
